Tuki says no to supra-state body for Nagas

KHONSA, Nov 25: Chief Minister Nabam Tuki today allayed apprehensions over the supra-state body for Nagas that may have serious implications on the territorial integrity of Arunachal Pradesh.

Speaking as Chief Guest in the Chalo Loku celebrations at Khonsa today, Tuki made it crystal clear that his government will oppose tooth and nail in case the Center ever came up with the idea of a supra-state body for the Nagas.

He clarified that the state government has not received any communication from the Center on any such move by the Union Home Ministry.

“With due respect to sentiments, I assure people that my government will not compromise with the territorial integrity of the state nor spare even an inch of our land to anybody,” he said.

But referring to the Union Home Minister’s clarification, Tuki expressed surprise over news reports claiming the Center’s decision to go for a supra-state body for Nagas and some sections seeking his stand on it.

He pointed that when there was no official communication received by the state government over such a move and when Union Home Minister had himself denied any such move, there was actually no reason for him to react.

Union Home minister P Chidambaram on November 19 had denied the report that the centre was planning to offer a supra-state body as a solution to the peace talks with NSCN (IM). He had clarified to Manipur Chief Minister Okram Ibobi Singh in a meeting at North Block in New Delhi that the Home Ministry had no such arrangement for forming the supra-state body for Nagas. National Weightlifting: Manipur emerge champion

Arunachal finish 2nd in Boys category

ITANAGAR, Nov 25:  Manipur emerged champions in both Youth Boys and Girls category at the 7th National Youth (Boys & Girls) Weightlifting Championships which concluded here today. Arunachal Pradesh and Orissa were runners up in Boys and Girls category respectively.

Arunachal Pradesh finished the championship with 6 Gold, 7 Silver and 3 Bronze medals.

Madhya Pradesh topped the medal table in Youth Boys category with 5 Gold, 2 Silver and 2 Bronze while West Bengal (WB) won highest medals (5-0-1) in Youth Girls category

The best lifter award in  Boys category went to Neeraj Sharma of Delhi while the award for Girls category went to Chandrika Tarafdar of WB. Neeraj also created national record by lifting 130 kg in snatch, 154 kg in Clean & Jerk and 284 kg in Total Lift in 77 kg category.

Most significantly, 17 new national records were created in the championships.  Soram Hitler Tagru of Arunachal Pradesh was the first to break an 8-year-old record by lifting 101 kg in Snatch in 62 kg category. However, his record was too broken by Achyutananda Sahoo of Orissa by lifting 102 kg on the same day. The other records were created in 94 kg weight category in Snatch, Clean and Jerk and Total Lift.

However, the records created would be recognized by Indian Weightlifting Federation (IWF) only after dope tests, said IWF general secretary Sahadev Yadav adding that urine samples of all the athletes have been collected for it.

He, however, expressed, immense pleasure and satisfaction over the outstanding performance of the athletes, which, according to him, were of international standards.

“I had never seen so many lifters performing so well in any national championships before,” Yadav said.

Meanwhile, the technical committee comprised of several international referees (Rank-1) and judges have highly praised the standard of the locally made weightlifting platform which, according to them, matched with international standard.

It is worth mentioning here that the lifting Platform was made under the guidance and direction of Arunachal Pradesh weightlifting team Coach Kumar Doka, also the man behind the success of the Team Arunachal in the championship.

 

Student leaders visit eviction affected Sango village

“Eviction is violation of our right”

ITANAGAR, Nov 25: The members of All Papum Pare District Students’ Union (APPDSU), All Papum Poma Students Union (APPSU) and Tarasso Circle Youth Association today visited Sango village where Assam officials carried out eviction drive two days ago.

The team was led by APPDSU General Secretary Teli Duli and vice president Nabam Tado.

The team met the victims and gathered information about the whole incident.  They distributed essential items like blankets and other household items to the affected people.

According to the victims, Assam forest officials along with Assam police, CRPF and local citizens attacked them on November 22 morning at around 5 am when all of them were asleep.

“They took away everything after destroying our houses. They say it is eviction drive. But we are living inside Arunachal territory and border is around 9 km from our village. So, this is violation of our right to live,” said Tok Yani, a villager of Sango, whose house was also destroyed during the eviction. “The villagers are living in absolute fear as the Assam officials, before leaving, have warned them that they will come back again if they don’t leave the place,” they said.

“We demand immediate deployment of IRBn in the area. We have lost our properties and our pride. It is painful to be driven out of your own home. We beg state government to take note of our problem. We can’t live life like this. Both Assam and Arunachal Governments should solve this boundary problem forever so that we can live in peace,” said Yab Yakum, another village woman.

Meanwhile, Arunachal Pradesh Civil Liberties Organization (APCLO) appealed to the Government of Arunachal Pradesh to direct the Arunachal Standing Counsel Supreme Court to file a contempt petition against the Assam Govt. for its alleged failure to abide by the standing order of Supreme Court for the inter-state boundary issue.

It also appealed to the State Government to deploy para-military forces in all along inter-state boundary in order to avoid such unnecessary harassment and to safeguard the life and property of tribal people living in border areas.

While condemning the Assam Forest officials and Assam Police, CRPF for carrying out the eviction drive at Sango and few other villages under Taraso circle without prior notification, the Organization appealed to the State Government to announce compensation to all the victims immediately.

 

Horticulture set to improve economic conditions: Sena

ITANAGAR, Nov 25: The newly appointed Minister for Horticulture Setong Sena held an interactive meeting with the officers of the department just a day after assuming the charge today.

While exhorting the officers for dedicated work, the minister said that the horticulture sector in the state have tremendous potential for development of quality human resource as horticulture can tremendously improve economic conditions of rural people and unemployed youth in a very honourable manner. He said that ours is highly energetic and ambitious  tribal society and  thus the officers of the department have high responsibility in showing the people, especially youth, the  dignified way of getting economically well-off and to have better life, instead of drifting away towards anti-social means.

Acknowledging the huge potentiality of horticulture in the state, he said that the sector needs a systematic development right from developing source of technical know-how  and high quality planting materials through research and development to proper marketing of the surplus produces for greater benefits of farmers in the state. To accomplish this, he underscores the need of strengthening the department in terms of enhanced manpower, amenities and infrastructures which will be given a major priority and asked the department to prepared detail project reports to be pursued with state and central government.

He also urged the officers to work united and result oriented and also to have maximum coordination with other institutes like ICAR, CAU and line departments on regular basis through coordination meetings.

All the branch officers appraised the new minister about the various ongoing programmes and future requirement.

Earlier, the Director Horticulture J Ratan, while welcoming the minister, highlighted about the department and various other issues to be taken up on priority.

 

BJYM upset with govt inaction in granting permission

TAKSING, Nov 25: Bharatiya Janata Yuva Morcha (BJYM) expressed its strong resentment over the inaction by the state government in granting administrative permission for Indo-China border study team to reach Gora Camp and Asha Pela areas.

It said that the government restricted the team at Taksing and did not allow them to go beyond.

It said that  it is unbecoming and unfortunate that Arunachalees themselves are not allowed in the  border areas.  The BJYM said that it had applied for the necessary permission from the state administration but the decision it took was not communicated either to the concerned district administration or agencies which it termed as discouraging.

It further said that decision of the state govt not to allow the team to visit the area was partisan and petty.  

The state BJYM team held a public meeting at Takshing today where the people welcomed the efforts of carrying out the Indo-China border study programme. The meeting discussed about the need of proper border management with the basic minimum civic and other infrastructures besides special and proper inputs by the government with various development packages, health and education facilities.

They also demanded the state government to plan such activities through the NCC and Scout of the schools and colleges to let the younger generation know firsthand about the state of border areas. They said mere press statements in Itanagar and Delhi would not give any sense of solace and succor to the people in the border areas.

 

NE Writers’ Forum

ITANAGAR, Nov 25: Finance, Planning and PWD Minister Chowna Mein and Governor JJ Singh have consented to attend as chief guest of the inaugural and valedictory function while DGP Kanwaljit Deol and RGU Vice Chancellor Prof. David R. Syiemlieh as guest of honor of the NE Writers’ Forum (NEWF) at Banquet Hall here on November 27 and 28 respectively. A group of 25 authors from different North East states will hold the two-day literary sessions here celebrating the spirit of the NE as well creativity.

Along with poetry and prose reading sessions well known research scholars, like Arup Kumar Dutta, NEWF president and author of The Brahmaputra (tracing the course of the Tsangpo-Brahmaputra), Mitra Phukan, author of  A Monsoon of Music (launched recently by Zubaan-Penguin), Dhruba Hazarika - short story writer and novelist, Raghu Leishangtham poet from Manipur, Prof. BC Baral, Pro-VC of the English  & Foreign Language University, Shillong along with Arunachal writers YD Thongchi, Bani Danggen and Prof. Tamo Mibang will address questions on what it means to a writer to be a writer -  now that we know or have found the path - what is it like walking the path - in the panel discussion: ‘The writer and the World.’

The best part is the enthusiasm of participants who want to come to Arunachal. Despite the travails of long journeys delegates were keen enough to holding the event in Pasighat by crossing the Brahmaputra from Dibrugarh. However, Itanagar was finally selected as the venue in consideration of its easier access and being the capital- its cosmopolitan aspect.

The response of everyone here with intimation of Matrix-2011 has been overwhelmingly supportive. Like the dictionary meaning of the word this is a bonding of the imagination for a world without boundaries.

The line was impressed NEWF vice president Mamang Dai and scripted the journey of Matrix-2003, when the Forum responded to an idea and descended on Itanagar to talk about literature and honor the Arunachal’s literary giant, late Lummer Dai and James Dokhuma of Mizoram.  

The NE Writers’ Forum (NEWF) was formed in 1997 comprising writers from the seven NE states.  The primary aim of the Forum is to promote creative writing and encourage translation of various regional language books into English to promote the diversity, complexity, richness and poignancy of the region through literature beyond borders. People often ask ‘What is NE literature about? What is the contemporary literary scenario?’ This is what MATRIX 2011 is about.

 

Tuki sanction funds as Chalo Loku gifts

KHONSA, Nov 25: Chief Minister Nabam Tuki today announced funds for the Namsang-Khela and KBJ roads and assured to sanction the amount soon. Much to the delight of the people, he further said that Rs 30 cr have already been approved by the Centre for Hukanjuri-Khonsa which will be sanctioned soon.

Tuki, while attending the 42nd Chalo Loku festival of the Noctes here this morning, also said that survey on Trans-Arunachal-Highway has started and construction of the ambitious road would begin shortly. He also assured provision of more funds for Khonsa township roads besides assuring the people that the water supply project for the district headquarters would be taken up soon.

On creating employment avenues for the youths of the district, Tuki said that the police recruitment rally for Tirap and Changlang districts would be conducted soon.

Extending his warm greetings to the people on the festive occasion, the Chief Minister said that festivals foster love, happiness and sense of unity among the people.

He exhorted the people, especially, the youths to zealously guard their rich and varied traditional culture and preserve it for posterity.

He emphatically told the huge gathering of festival revelers that if ‘we fail to preserve, protect and propagate our culture, the coming generation will not forgive us’.  Speaking about his government’s priority areas, the Chief Minister said that he would accord special attention to education, health and road connectivity adding his government would be transparent and people-friendly. Tuki said that his government was fully alive to the problems of Tirap- Changlang and steps have been initiated at various levels to effectively address the pressing problems of the two districts.

“Arunachal Pradesh could be a tourists’ paradise,” he said adding that steps have been taken to start tourism industry in a big way.

While replying to the memorandum submitted by the Chiefs’ council, the Chief Minister sanctioned Rs. 1 crore for construction of Rangsom Hum.

State Legislative Assembly Speaker Wanglin Lowangdong, host of the celebration, and WRD Minister N Tingkhatra, also spoke on the occasion and greeted the people. Also present on the occasion were Parliamentary Secretary, DoTC, Yumsen Matey, local MLA K Lowang, former ministers T L Rajkumar and T Aboh and several other dignitaries and guests.

Colourful folk dances by cultural troupes from 6 villages enthralled the huge gathering.

The Chief Minister also released an audio CD sponsored by Litphiang Self Help Group of Wasathong village.

Earlier, Techo Aran, the president of the committee, in his welcome address, highlighted the significance of the day.

As a part of Chalo Loku celebrations, a cultural nite-cum-fashion show was held at Khonsa on the November 23. The Chalo Loku was also celebrated at Deomali. DIPRO

 

Pema chalks out RWD agenda with officers

ITANAGAR Nov 25: Pema Khandu, Minister RWD & Tourism has started rolling the developmental wagon by convening an introductory meeting with RWD Officers and Staff at Chief Engineer, RWD’s office this morning.

The Officers of RWD led by Commissioner RWD Tape Bagra, Chief Engineer T Welly, CEO Kago Tabiyo and Director (SLUB) P.C. Srivastava accorded a warm welcome to the Minister in his maiden visit to RWD Office. The officers and staff assembled in conference hall where SE (HQ) RS Sharma, CE T Welly and CEO Kago Tabiyo briefed the Ministers of the Department’s ongoing works, including PMGSY and PM’s package for connectivity in border block through a power point presentation.

Pema Khandu, in his address said that he was grateful to the Chief Minister Nabum Tuki for allocating him RWD Department, which apart from being the pioneer engineering department is a key department for ensuring rural connectivity. He ensured his full co-operation in taking the Department to greater heights. He said that he will be reviewing the field works of the department very soon. While stressing on seer performance of the department, more particularly from field level officers, he ensured all attention to personal grievances of the officers and staff in the line of their duty.

Before his arrival at Itanagar yesterday, Pema Khandu was on tour to Tawang with Secy DoNER Jayati Chandra and Advisor Planning Commission of India Brahmochoudry. Later he joined  CM at Bomdila on 23rd in latter’s two days long tour to West Kameng district.

 

Politicians and officials answerable to people of the state: Tuki

ITANAGAR, Nov 25: In his first meeting with top bureaucrats, technocrats and Head of Departments this evening in a packed Banquet Hall here, the Chief Minister stressed on team-work and said that politicians and officials are responsible and answerable to the 13-lakh people of the state.

Nabam Tuki beckoned top officials of the state government to guide, suggest, advice and cooperate with him to run a people-friendly government efficiently and effectively.

“Our main aim now should be to make our people happy and prosperous. We should strive to make them smile throughout their life,” he said while prioritizing welfare of the people at the top of his agenda.

Tuki, who is about to complete his first month as Chief Minister, however, expressed concern over the work-culture of government departments and officials. He advised the officials to change their attitude towards the common people who come to their offices for various purposes and cited complaints of irregular attendance, rough behavior with visitors, irresponsive nature to issues, etc.

“We are all servants of the people in true sense. Let’s change our attitude towards them. Even if we cannot give anything to them, at least we give them good response and respect,” he observed.

The Chief Minister also expressed concern over the rampant leakage of revenue that is seriously impacting the state exchequer. He pointed without resources a government cannot function, therefore suggested brainstorming to evolve remedial measures to plug the leak-points. Another concern he expressed was the reported misuse of the important RTI Act by vested interest persons in the state. He sought suggestions from the top officials to check rampant misuse of the all-important people-friendly Act of the central government. He also suggested tightening of the belt in the protocol department and called for strict adherence to protocol guidelines and ethics.

Rubbishing talks of big, small, major or minor departments, Tuki said that no government department is big or small. He gave equal importance to all the departments of the government and said that even if one department, supposedly considered small, does not function well, over-all governance of the state will falter.

In order to bring in efficiency in all departments and at all levels, he suggested proper training to officials and employees on skill development.

“It is because of lack of skill and proper training, the output of our departments are not qualitative,” Tuki observed.

Touching on the sensitive law and order issue in the backdrop of recent spate of violence in the state, the Chief Minister urged all to give it top priority. He suggested proper planning and implementations of means to properly guide the youth force besides bringing those misguided back to mainstream.

“We are all parents. We are equally responsible for misguidance of our youths. Its time we wake up and guide our youths,” he said.

Earlier, Chief Secretary Tabom Bam, in his welcome address, assured full cooperation to the new government under the leadership of Tuki on behalf of the officials and employees of the state government.

The meeting was also attended by cabinet ministers Chowna Mein, N Tingkhatra and Rajesh Tacho. (Media Cell, CM)

 

Brave youths miss chance due to administrative goof up

The brave youths who saved many lives after the Hanging bridge over Kameng River in Seppa collapsed on Oct 29 were to be felicitated on the occasion of National Press Day on 16 November last by Arunachal Press Club (APC) and Arunachal Pradesh Union of Working Journalist (APUWJ). However the heroes who risked their own lives to save others could not be felicitated because of bureaucratic hassles.

It may be added here that the Press fraternity of the state felicitated achievers from all over the state to mark the Press day every year and it’s been a tradition over the last few years.

Before going ahead with the felicitation, the district administration of East Kameng was asked to officially confirm the great deed of the four youths namely Ashok Rang, Bharat Rang, Takhyang Blange and Lohit Sangdo and recommend names of others too who had come out to help the citizens in such trying times.

At the request of the press fraternity and to avoid goof up, a fax message on the issue was sent to district administration by the department of IPR on 12 November last, for official verification and confirmation before moving ahead with the felicitation programe. Accordingly, DC East Kameng was also requested that names should reach the IPR office by 14 November after due verification.

District Administration, however was not able to send recommendation on time compelling APC, APUWJ to move ahead without felicitation of brave youths.

Interestingly, source close to Chief Minister Office revealed that the Chief Minister himself was thrilled at the news that brave youths would be felicitated. It further added that CMO received the names of the four youths but was waiting for official confirmation. To everyone’s utter surprise the district administration was oblivious about the letter.

When this daily contacted it on 17 November last, just day after National Press Day to access the reason behind delay in sending the names, it feigned ignorance.

 “I had no idea whether the office of the Director IPR had faxed a copy of letter seeking official verification from district administration” said Hage Tadung ADC Seppa.

Reacting against the delaying tactics of district administration, All Nyishi Students’ Union (ANSU) assistant general secretary Raja Dodum said, “It’s very unfortunate to know that because of district administration’s apathy, brave youths have been denied a chance to be felicitated”.  

Gela Blange APPSU social service secretary while questioning the attitude of the district administration said that it must promote and encourage brave youths so that their act could become inspirational.  

Questioning the administration’s failure to verify on time, John Hiffo, Convenor of East Kameng Middle Zone Students Union (EKMZSU) who has been rigorously pursuing the matter over the last week, said, “it’s shameful to say that district administration has failed to provide lists of brave youths even after press fraternity wanted to felicitate them”.

One of the four youths said that he was thrilled to know that his name was also on the list only to be disappointed.

The common people really want to know the reasons why the administration was reluctant to identify the heroes.

AALO, Nov 25: The Kombo Tarsu Mobuk people are celebrating the 25th year of existence of its primary school which is up graded now as a middle school. The main function of the week-long celebration from Nov 25 was graced by Jarkar Gamlin, Minister Transport and cooperation.

Addressing a big gathering, Gamlin said that education is a panacea to all ills that plague our society and the primary school, beautifully located in the forest cover away from all disturbances has produced many stalwarts and it has been upgraded to Middle School to render continuous services to upcoming generations.

He further said that his area of responsibilities is not confined to his constituency but entire state where his attentions are needed and appealed people of his constituency to bear with the burden. Responding to public memorandum submitted on the occasion pertaining to development of school playground, appointment of school chowkidar, construction of teachers’ quarters and improvement of road leading to school, the Minister assured to look into the problems.

Speaking as Guest of Honour, ZPM Liyir Lollen encouraged the teachers to keep up all good precedents set in the past so that school grows into a model school in the future. She urged students to follow the foot steps of alumni of the school.

The special Guest and Project Director state AIDS Control Board, Dr. Emi Rumi hailed Kombo as the best and spacious place in the district for establishment any other higher institutional establishments in the district. Expressing unhappiness at the dwindling academic results and lack of competitiveness among the younger generation among the galo tribe, he urged future generation to maintain healthy of the past.

Daporijo District Hospital set to get new facilities

Daporijo, Nov 25:  Power and RD Minister  Tanga Byaling today laid the foundation stone of the new OPD, Operation Theatre (OT) and Casualty Building  of District Hospital, Daporijo, Upper Subansiri district  at the district hospital complex here.

Speaking on the occasion, Byaling said that the hospital with good facilities and latest equipments along with full manpower would be able to provide the best health services to the  people.

Stating that quality work and timely completion of projects go a long way in paving path for future projects, Byaling requested the executing agency to maintain quality of the work.

MLA Tapen Siga said that the extension/up gradation of the hospital was a good vision saying that it would provide a better place and environment for the doctors, nurses and other medical staff to work which in turn would improve the work culture.

DC A. Abhyankar also sated that the project was an ambitious and futuristic one which would improve the health sector in the area.

DMO Dr.D. Bagra in his key note address informed the public about various activities being undertaken for improvement of the hospital and the up gradation project undertaken by M/s Kenge construction with an estimated cost of 10 crores in phase-one.

Scribe arrested in Dey murder case

Mumbai, Nov 25: A City journalist was arrested today by police in the sensational murder case of senior Mid-day reporter J Dey following her alleged involvement in telephonic conversation with underworld don Chhota Rajan.

Jigna Vora, attached with a leading English newspaper, was arresed early morning from her residence in south-central Mumbai for allegedly providing information to the don in connection with investigation in the Dey murder case.

Police believe that she allegedly had a nexus with the don.

She will be produced in the court later in the day for remand, sources said but declined to divulge further details in the case. UNI

 

Dist Rural Sports Meet

ITANAGAR, Nov 25: The District Level Rural Sports Competition began at Hayuliang general ground today.

Anjaw Zila chairperson B.K.Tega, who attended the opening ceremony as chief guest, unfurled the game flag and declared the competition open.

ADC R.K Borthakur was the guest of honour of the function.

Organising committee chairperson C.S.Jeinow, DC Anjaw also addressed the gathering.

Anjaw District Sports Officer cum organizing secretary M Linggi said that the event will provide an opportunity to many budding sportspersons to show their talents.

Malkham and band display were performed by the students of VKV Amliang. Various cultural programmes were also performed by cultural troops from different places.

Sportspersons from all the four blocks of Anjaw viz. Manchal, Hayuliang-Goiliang, Hawai-Walong and Chaglagam are participating in the Competition.

 

District level annual sports competition

ROING, Nov 25: The District Level Annual Sports Competition under Panchayat Yuva Krida aur Khel Abhiyan (PYKKA), a centrally sponsored scheme organized by the Department of Sports and Youth Affairs, Roing under the grant of Sports Authority of India (SAI) began at General Play Ground here today.

Chiliko Meto, Zilla Chairperson while inaugurating the event exhorted the participants to compete with the spirit of true sportmanship and discipline. Lauding the department of Sports and Youth Affairs, he said that the PYKKA has provided a chance to search hidden talent of sportsman right from the rural areas and  urged the participant to take full benefit by working hard with determination.

Citing example of local girl, Tine Mena, first woman everester from North East and Ela Menjo, a local boy who represented National Team in a Karate Championship at Colombo, he further said if one works hard with sincerity and determination, one can reach the same feat like the duo in the field of sports as there is no dirt of sportsman in the district. He also exhorted them to develop a sense of brotherhood and affection with the fellow players during the competition.

Noni Molo, District Sports Officer informed that winners of the recently held Block Level Competition from all six blocks of the district will compete with each other. The winner of the District Level Competition will be sent for competition at state level. While wishing all the teams to performed with their best, he also urged them to play with utmost discipline.

The event will conclude on November 27 next.

 

Students carry out relief operation

TEZU, Nov 25: A relief operation for the fire victim was carried out at Tadumna village of Chaglagam circle in Anjaw district by the newly elected executive members of the All Mishmi Students Union (AMSU) of the Lohit and Anjaw districts.

The fire accident took place last week in the remote village where the victim Chili Chiba’s house was completely reduced to ashes. Many other houses in the neighborhood were also destroyed in the inferno.  

 The executive body led by AMSU President Sohalo Ngadong and Vice President Bachemso Chiba reached the village on Monday after five hours of journey on foot.  

 They met the victims and expressed solidarity with the aggrieved family. They also distributed kitchen utensils, 6 quintals of rice and 50 blankets to the fire victims.

 About 17 members of the fire victim are now temporarily living in a makeshift camp in the village.

AMSU President has appealed the district authorities to immediately provide relief assistance and to adequately compensate the loss. The union thanked the Hayuliang Bazaar Secretary  Manyu for extending help and contribution to the fire victim.

 

TII to conduct seminar

ATA hopes

ITANAGAR, Nov 25:  Arunachal Teachers Association (ATA) hoped that Education Minister Bosiram Siram would fulfill the unfinished tasks of the education department initiated during the reigns of Late Dorjee Khandu and Jarbom Gamlin. In a release ATA president N.R Tam disclosed that the association would soon meet the Chief Minister to apprise the grievances of the teachers for early redressal.

ITANAGAR, Nov 25: Expressing concern over reported extortions, encroachment and deforestation activities at  border areas of Seijosa, the 12th Pakke Kessang Youth Forum  (PKYF) urged the State Government to deploy sufficient security forces at Seijosa ADC headquarters to properly maintain the law and order problems.

The Forum while opposing all kind of bandh by various organizations appealed to the Chief Minister to strongly deal against bandh sponsor as people are completely fed up of this kind of culture.

 

Forum asks Forum to go to court

ITANAGAR, Nov 25:  Condemning the demand made by All Arunachal Pradesh Youth Forum (AAPYF) seeking Governor’s intervention to remove Atum Welly from Tuki led government for his alleged involvement in illegal appointments, 12th Pakke- Kessang Youth Forum today asked AAPYF to go to the court of law if it has enough evidence against minister, rather than indulge in press release to tarnish Welly’s image.

The Forum further asked AAPYF to let the court take its own course of action since the matter is pending with the court. It, however, said  would support any noble cause raised by AAPYF. Meanwhile East Kameng Civil Society threatened to file FIR against any persons or association who are unnecessarily trying to malign image of the minister without evidence.

 

Solve boundary issue: ANSU, ANYA

ITANAGAR, Nov 25: All Nyishi Students’ Union (ANSU)  appealed to the Assam and Arunachal governments to solve the boundary problem for once and all.

It further called on the  Assam and Arunachal Pradesh to construct boundary walls at all sensitive border areas to avoid eviction.

It further called on the govt of Arunachal Pradesh to come up with separate budget for the borders areas development in coming financial year to develop the infrastructure of borders areas . It further said that Borders areas development fund (BADF) should be sanctioned every year for the speedy development of borders areas.

All Nyishi Youth Association (ANYA) condemned the alleged eviction drive reportedly conducted by Borgang Forest Department of Assam at Taraso circle in Papumpare district. Endorsing All Papumpare Students’ Union demand for returning the belongings to villagers allegedly looted by Police during eviction, ANYA expressed its solidarity with APPDSU.

 

Parents’ cum Cultural Day

BORDUMSA, Nov’ 25: Don Bosco Galenja, Bordumsa celebrated Parents’ Day on Friday.

103 LPG cylinders seized

ITANAGAR, Nov 25: Two teams from general administration of Lower Subansiri district seized 103 LPG cylinders from various hotels and restaurants at Hapoli and Old Ziro yesterday.

They seized 67 cylinders from Hapoli and 36 from Old Ziro during the surprise checking which was conducted simultaneously at both the places following artificial shortage of refilled LPG  cylinder in the district headquarters.

ITANAGAR, Nov 25: A daylong seminar on “Capacity Building on effective use consultancy service” was held in the SIRD conference hall on Nov 24 with participation of senior govt officials from different departments, PSUs, Banks and Khadi commission.

The programme was organized by North Eastern Industrial & Technical Consultancy Org Ltd under the sponsorship of Consultancy Development Centre, an autonomous society of Department of Scientific & Industrial Research, Ministry of Science & Technology, Govt of India, New Delhi. Bus services

ITANAGAR, Nov 25:   The regular service of APSTS bus will continue from Bana to Tezpur & Itanagar (night service) as per earlier schedule. A bus is linking up on transshipment to the block point at Bana from Seppa twice a day. The APST bus service was interrupted due to barricade fitted at Bana bridge point by GREF to avoid crossing heavy vehicle, said Seppa station superintendent (STS) N. Songthing.

 

NCP angry at Pawar assault

ITANAGAR: The NCP Arunachal Pradesh State Unit while reacting to  the assault on  Union Minister for Agriculture Sharad Pawar called on UPA chief Sonia Gandhi to take action. It further suggested that in case of failure by the UPA to act, NCP should withdraw from the UPA. The NCP of Arunachal Pradesh State unit further called for CBI enquiry over the motive. It further said that NCP cannot be held responsible for price hike.

 

Fire at GHSS Koloriang

Koloriang:  At least 12 rooms of boys’ hostel of government higher secondary school Koloriang in Kurung Kumey district were reportedly gutted down, when a fire broke out on Thursday late night.  Confirming the incident Koloriang Police Station officer in charge SI N. Norbu informed this daily over the phone here this evening that fire broke out around 2.00 am from a hostel room.

The OC further informed that the reason of fire is still to be ascertained. He added that according to preliminary investigation belongings of students including documents were completely reduced to ashes. “Investigation is on and very soon we will come up with report,” the OC said.

Meanwhile All Kurung Kumey District Students Union and Kurung Kumey Collegian Coordination Committee Dera Natung Government College appealed to the state government to provide immediate relief to the victims of the inferno and allocate fund to construct new hostel building.

Wild allegation

Dear Editor,

Arunachal Pradesh Rural Development Department Employee's Association and All India DRDA Employee's Association, Arunachal Pradesh Unit condemn the wild allegation leveled against Minister Tanga Byaling in the Reader's Forum of the Arunachal Times on Nov 25 under the heading Spare us.

Associations clarify that the staffing structure; post-wise eligibility criteria, recruitment procedures and other personnel policies of DRDAs are prescribed by Govt of India, in which the Minister (RD) cannot have an influence anyway. Secondly, the on-going salary crisis in DRDAs is due to the State Govt's continuous ignorance of its liability towards sharing the salary fund in tune to the laid down guidelines and not due to the fault of any individual, including Byaling or other former Minister (RD).

As far as the popularity of Byaling among of the employees of RD Department/DRDAs is concerned, the Associations welcome the letter writer to take a vote without any fear to check the reality.

The Associations further urge the writer not take up the issue of RD/DRDA employees.

LPG crisis in Tezu

Dear Editor,

I would to draw the attention of the concern authority towards the terrible crises of LPG at Tezu and the manifold sufferings the public and students has to endure due to it.

People of Tezu are facing acute shortage of LPG since last many months. Even after we are issued a coupon, we have to wait for at least one to two months to get our cylinder refilled. Many are bound to refill it after paying Rs.700 in nearby small towns of Assam. Recently I came to know from a reliable source that the cylinders are being sold in black market at the rate of Rs. 1400 per cylinder.

The Manpoong Gas Agency, the lone agency in the Headquarter is not giving service people desrves. The entire populations of Tezu are victimized due to this, not to mention the many college students coming from distant places and staying at rented houses.

Local Administration was made aware of it long before but they have remained just a mute spectator, thus encouraging the atrocities on the people by the suppliers. The local MLA has also so far taken no steps whatsoever to address the need of the people regarding this matter. The problem faced by the people have not yet come to the notice of the Administration.

I  request Parliamentary Secretary PHED and MLA Karikho Kri to look into the matter and attend to the need of Tezu area.

Long leave DC and SP

Dear Editor,

The administration of Daporijo town is not showing any interest towards the people. Moreover, law and order is deteriorating. The citizen are left to themselves at the mercy of god. DC office is only meant for getting routine licence/certificate. Police Station is only meant for receiving complaint letter but no action. Administration and policing is at its lowest ebb in the history of Upper Subansiri. Both the DC and SP are competing with each other in taking long leave. Common people are compelled to cough out their hard earned money by the various organisation specially the student union. The Housie and Dice are rampant in various quarter/colony. Student union is allowed to call a bandh on petty issue. Our DC and SP are busy taking leave. No action against govt quarter encroachment since both are on leave!

Don’t confine sittings to Itanagar

Dear Editor,

Through your daily I would like to appeal the Arunachal Literary Society to organise their sittings in other parts of the state too, not just in Itanagar. There are talents unexplored in many parts. Organising seminars and literary sittings in other parts, at least in district HQ would help others who can't make out time for Itanagar sittings. Confining the sittings in only Itanagar would turn the literary sittings to gatherings of coteries and cliques.

Further appeal is, please bestow awards and recognitions on personalities who contributes or contributed to the growth of art and culture mostly and not to any xyz person, no matter how rich or influential he/she was/is politically.

Future of East Kameng

Dear Editor,

I would like to throw a light on future of East Kameng district.

Now a days the future of East Kameng is in danger due to presence of some selfish and greedy local public leaders and mindless local officers who never ever think of future of the district. All they want is only money, power and fame at any cost.

We are witnessing in our own district the dilapidated road condition, low literacy rate, shortage of medical facilities, BSNL network problems, regular absence of officers of various departments from their respective posting place, illegal government land encroachment by government employee, collapse of hanging bridge over Kameng river.

I would like to know who is the more responsible for it. Who will be brave enough to bear the responsibility and bring smiles on the face of thousands of the people in one of the most backward district of Arunachal Pradesh? To me, firstly our own local public need to change their negative mindset and start to think of the development of their own district instead of being mute spectators.

Secondly state of affairs clearly reflects the incapable past and present MLAs and their mismanagement. In fact I am personally discouraged in this regards. I do hope elected leaders could take us to the new path of development.

Wake up from deep slumbers and raise a strong voice against corrupted politicians and local officers who have failed to deliver.

Hindi is not a deterrent

Dear Editor,

This is in response to the letter 'don't impose Hindi' by Diganta Sonowal in your daily on Nov 23.

I appreciate his personal ideas for his Assam to take away Hindi from all Assamese schools. How helpful it would be to all Assamese in future, it is for them to decide. But as he took the reference and comparision of our Arunachal Pradesh, let me tell him outright that Hindi is not swallowing our tribal languages at all. If he thinks so, then its his wrong perception about us. Rather, Hindi is giving us an extra advantage both at home state and in mainland. Our Arunachal is a home of 28 plus tribes and  sub-tribes whose languages differ from one another. Due to unavailability of a common language for intra-tribal communications, we naturally opted for Hindi as medium which is like a two hunt by single arrow. Speaking Hindi doesn't at all mean we have buried our own native tribal languages. We do speak & do love it more than any other, but at the same time we do also know the importance of Hindi at national level like we cannot ignore the importance of  English in international level.

Before making English & Hindi as medium in schools, Assamese was the medium. Literary personalities of our state like present APLS Chairman Y D Thongchi and Lt. Lummer Dai are some examples of those Assamese medium.

We are ever grateful to those visinary personalities of our state who brought English and Hindi in our schools during 70s. Otherwise, we would also have been facing problems in communication at markets, journeys & educational institutions etc like fellow Assamese & Tamil brethren faces when they moves out in other state.

Arunachalese have clear advantage than our fellow North-Easterner at all front because  of English, Hindi and Assamese.

Today, American & Chinese are also keen on learning Hindi knowing its future importance. Then why should we shy away being an Indian. The only thing is that, Hindi shouldn't come at the cost of our native language.

If denouncing Hindi means a certificate to get separated from India, than it would be something else!! So, I won't say, let Assamese be used only at Assam & Nagaland like Diganta said of Hindi be at UP & Bihar. Even those people too speaks their own native languages when they are with their own people. We must not forget that India is a multi-linguistic country, only one could be made national language.

Equal chance to succeed

Dear Editor,

I would like to express my dismay over the letter published on Readers Forum' by someone named David on Nov 22.

Present APPCS main syllabus is almost similar to UPSC, and its approach is as holistic as UPSC syllabus.

In the present syllabus, commission has integrated or covered as many data as required to make an efficient civil servant.

Regarding the pattern of CSAT, broadness of mind can be evaluated through present pattern of selection mode, its not necessary for numerical abilities in a rooted level for a civil servant whereas it has already envisaged aptitudes test in the form of statistics.

CSAT pattern adversely hampers the Arts students who have no career option, indeed this is the last resort of career for the Arts background.

Here both  Arts and Science background students have equal chance to succeed.

Therefore, present syllabus is sufficient enough to select a good administrator and we don't need any change.

Elimination of Violence Against Women

 

On December 17, 1999, the United Nations General Assembly designated 25 November as the International Day for the Elimination of Violence Against Women. The UN invited governments, international organizations and NGOs to organize activities designated to raise public awareness of the problem on this day as an international observance.  This date came from the brutal assassination in 1960 of the three Mirabel sisters political activists in the Dominican Republic  , on orders of Dominican dictator  Rafael Trujillo.

Incidences of violence against women are not isolated or sporadic, but a daily occurrence in almost every part of the world. Women are subjected to various forms of violence in private and public domains even today which includes sexual assault.

From social and cultural norms to ineffective legal procedures, women are thwarted at every turn as they attempt to complain against their abuse, seek punishment of those responsible and improve their own circumstances. While the denial of justice is a fundamental human rights violation, it is also key in perpetuating the cycle of violence, as the perpetrators remain free to continue their abusive behaviour.

Regardless of whom they are complaining against, it is disturbingly common for women victims to be subjected to further abuse and harassment for filing complaints. They must also deal with social stigmas and obstacles. As a result, women tend to remain silent regarding the violence against them.

The social stigma surrounding domestic violence is the biggest obstacle for women to complain against it. Many cases show that police and other public officials urge women to resolve the issue at home, rather than making a complaint to obtain legal remedy.

In order to ensure justice for victims, it is essential to provide them with protection and counseling, as part of the remedies available.

The incidents of violence against women are directly related to the wider society’s understanding of women and the level of respect they are accorded.
